同研修は、緊急時にWASH(Water, Sanitation and Hygiene)分野での対応能力を強化するため、同分野で活動できる人材の育成を目的にしています。
日本赤十字社の診療所ERU、病院ERUでも活動できるWASH要員の育成は急務になっています。

なお、「Specialized Hygiene Promotion Training in Emergency」は2023年2月にインドネシアで開催予定です。こちらは、公衆衛生(Public Health)に関する知識がある方を対象としています。

Asia Pacific Surge Training: Emergency WASH
【Background】
Natural disasters affect millions of people every year, and National Societies of the International Red Cross and Red Crescent Movement are at the forefront of the response to these, often deploying surge personnel. Following a comprehensive review of the IFRC surge personnel and asset system, several transformative changes to the way IFRC is coordinating deployment has taken place. These changes facilitate competency-based deployments – as local as possible and as international as required. This helps to facilitate equal access to surge rosters independent of nationality and based on skills and competencies of the responders.
Therefore, what used to be known as Regional Disaster Response Team (RDRT) trainings – is now known as – Asia Pacific Surge Training: Emergency WASH.
The WASH technical competency framework (TCF) has been developed as the tool to be used for a consistent and competency-based approach to recruitment, selection, performance management, and learning and development of surge personnel across the Red Cross Red Crescent Movement.
The competency framework will be used for everyone being deployed into a surge response and it sets out behaviours, skills and knowledge required by all surge personnel at all levels of a response operation and applies equally to all surge personnel. For this emergency WASH training, the WASH TCF will be applied.
The curriculum for this 5-day technical training will be a combination of both theoretical and practical sessions, with the application of a variety of teaching methods such as tabletop exercises, group works, demonstrations, parallel field stations and finally, capped off with a simulation exercise. At the end of the training, participants will be expected to possess a foundational level of knowledge and skillsets on key emergency WASH topics, and an understanding of cross-cutting issues when planning for and implementing WASH interventions during an emergency response.
【General objectives】
1. To develop and strengthen emergency response capacity in the Asia Pacific region in the WASH sector as well as to enhance technical knowledge and skills of National Society staff and volunteers
2. To apply the WASH TCF where participants will be assessed on relevant WASH competencies, to facilitate equal access to Surge networks and deployment based on competencies and merit
【Specific objectives】
1. Strengthen participants' technical skills and knowledge to deploy and operate existing WASH disaster response tools, aligned with regional and global WASH guidelines, standards and benchmarks
2. Train participants in a common methodology, in order to build a platform for future collaborative response mechanisms between these National Societies, strengthening the network of WASH practitioners within the region; and
3. Ensure all participants are familiar with the available coordination mechanisms and assessment tools for emergency response
【Training methodology】
The training curriculum was developed from lessons and feedback from past WASH deployments and WASH specialized trainings conducted to date. Over time, relevant adjustments have been carried out to reflect needs and situation on the ground, including an increased emphasis on knowledge and skills related to assessment and plan of action, streamlining cross-cutting issues and integration with other sectors. The curriculum has also been revised to reflect the expected participant profile.
Emphasis will be placed on practical sessions and the simulation, for participants to familiarize themselves and get hands-on with various WASH technologies, approaches and tools. The simulation will provide an opportunity for participants to apply what they have learned earlier in the course of the training.
【Expected profile of participants】
The number of participants will be between 25 to 30, whom we expect will come from diverse backgrounds and fulfil a suitable gender balance.
To ensure that participants have the necessary experience and skills, candidates for training must fit the following profile:
• A minimum of two years’ field experience with a background in WASH and/or health, with at least one emergency response experience
• Available for missions of up to four weeks (when selected for deployment)
• Fluent in both written and spoken English, and possess good presentation and communication skills
• Able to work in a multi-disciplinary team, be flexible and adaptable, comfortable with ambiguity, sensitive to cultural differences, and willing to undertake leadership roles as well as take directions from others
• Able to function effectively under high stress levels
• Willing and available to facilitate related response trainings, participate in refresher courses and communities of practice
• Ability to work practically on manual tasks in a field environment
In addition to fulfilling the above profile, there is a requirement to join five online webinars and passing the quizzes (there will be a quiz after each webinar), and completion of two e-learning courses via the IFRC Learning Platform.
The APRO shall send the list of eligible participants who had passed all webinar quizzes and had completed the online courses, to the respective National Society national headquarters, who will then select and confirm the candidates to the IFRC.
