日本赤十字看護大学主催、赤十字国際委員会及び日本赤十字社共催により、国際支援に携わる方向けの研修H.E.L.P. (Health Emergency in Large Population) in Tokyo 2023を下記のとおり開催しますので、ご案内します。
H.E.L.P. コースは1986年、世界保健機関（WHO）、ジュネーブ大学の協力のもと、赤十字国際委員会（ICRC）により開発されました。自然災害や紛争などの被災地でおこなう人道援助に必要とされる知識、倫理的行動規範を学び、問題解決のための知見や判断力の修得を目指す研修プログラムです。これまで世界160か国から4,500人以上の医療関係者や救援活動従事者が修了しており、現在はICRCと各国の学術機関、WHO、赤十字・赤新月社が連携し、アメリカ、イラン、インド、キューバ、スイス、ベナン、レバノン、日本の、世界8か国で開催されています。
H.E.L.P. in Tokyo 2023は赤十字国際委員会、日本赤十字社、日本赤十字看護大学の三者が共同企画、開催する10日間のプログラムとなっており、研修の目的は次のとおりです。
1） 危機にさらされている集団の健康問題に的確な判断を下すために必要な知識を修得する。
2） 人道的援助の基盤となる公衆衛生に関して必要な知識を修得する。
3） 紛争及び大規模自然災害等の被災地における救援活動で求められる倫理的規範を理解し応用へのヒントを得る。
4） 複雑な状況において原則に従った意思決定が行えるよう知見を重ねる。
講義、演習、ディスカッション等、すべて英語で行われます。

日本での H.E.L.P.コースは、アジア諸国、特に紛争や自然災害の被害を受けている国々からの参加者を優先的に受け入れています。

H.E.L.P. (Health Emergencies in Large Populations) in Tokyo
H.E.L.P. – Health Emergencies in Large Populations - was created in 1986 by the International Committee of the Red Cross (ICRC), in partnership with the World Health Organization (WHO) and the University of Geneva. It aims to enhance professionalism in the response to health emergencies as a result of armed conflict, natural disasters and/or disease outbreaks, by equipping participants with the knowledge, the skills and the approach – based on scientific evidence, best practice and professional ethics – that humanitarian workers will need to make effective decisions and adapt their activities as needed. At present, the course is offered by the ICRC in partnership with different academic institutions, the WHO and National Red Cross and Red Crescent Societies in 8 countries around the globe: The USA, Iran, India, Cuba, Switzerland, Benin, Lebanon and Japan, and to date, it has been attended by over 4,500 health professionals and aid workers from about 160 countries.
In Japan, the Japanese Red Cross College of Nursing will be hosting the H.E.L.P. in Tokyo in collaboration with the ICRC and the Japanese Red Cross Society.
The H.E.L.P. in Tokyo 2023 seeks to train professionals in the principles and practice of humanitarian action in response to disasters and major health crisis, with a focus on health needs, public health and healthcare responses, humanitarian law and ethics; and contribute to academic training, research and development.
At the end of the course, the participants will be able to describe essential public health, health care, management, legal and ethical issues and approaches in humanitarian action, in order to make relevant and ethical decisions.
