Cash Grant scheme

1. Collection of donations for Cash Grants
Donations from overseas, not channeled through PNSs but given directly to the JRCS, are given to the affected people as “Cash Grants”.
This Cash Grants scheme is not conducted by the JRCS independently. In the national framework, donation recipeint organisations such as the JRCS and the Central Community Chest of Japan receive donations from the general public and distribute them to the affected people through the “Donation Distribution Committee” composed of the affected Prefectural governments, local municipal authorities, media, JRCS,etc.
In principle, this scheme is for a short-term, however, the JRCS has repeatedly extended the reception period considering the strong sentiments of support by the general public towards the victims affected by the large scale earthquake and tsunami. All the donations received by the JRCS for Cash Grants scheme have been handed over to the Donation Distribution Committee without taking any handling fees, and then distributed to the affected people.

2. Role of the JRCS
The role of the JRCS is to collect cash donations for Cash Grants together with the Central Community Chest of Japan as a Cash Grants collecting organization and to deliver the full amount of Cash Grants to each affected prefecture.

3. Handling of Cash Grants in the GEJET
Cash Grants collected by the JRCS and other Cash Grants collecting organizations were transferred to each affected prefecture based on the distribution ratio determined by the Donation Distribution Committee, which decided the ratio for the fair distribution of Cash Grants.
Each affected prefecture established Donation Distribution Committee and discussed the allocation of Cash Grants and transferred the grants into each targeted municipality. In the most affected prefectures, such as Fukushima, Miyagi and Iwate, the Donation Distribution Committee was established in Fukushima on April 1, in Miyagi on April 13, and in Iwate on April 18, 2011.

4. Collection status of donations for Cash Grants
The JRCS received huge donations for Cash Grants at its headquarters and each JRCS Chapter. The status of donations for Cash Grants was published on the website of the JRCS headquarters and has been updated regularly.
Exceptionally huge donations for Cash Grants were collected immediately after the disaster. Since then, donations for Cash Grants has been collected continuously and the sum reached approximately JPY 342.5 billion by the end of December, 2020.
Donations for Cash Grants received from overseas through many foreign embassies in Japan, approximately JPY 22.5 billion, is included in this total sum. Some senior officials and ambassadors of the foreign embassies visited the JRCS headquarters for donation.

5. Distribution of the Cash Grants
The amount of approximately JPY 383.9 billion of the Cash Grants was transferred to the affected prefectures from the JRCS and the Central Community Chest of Japan by December 18, 2020.

6. Conduct of an audit based on the International Standards on Auditing
JRCS has conducted an external audit according to the same International Standards on Auditing as for the overseas relief funds to ensure the transparency of the handling of the Cash Grants.
